Why one flood insurance quote isn't enough: the same home quoted across every carrier

No. Across 10 real homes, 6 different carriers were cheapest1, and quotes for the same home differed by up to 48.8×.

1 Hiscox quoted through different platforms counts once. The NFIP counts as a carrier. P04, P05, P06 and P08 are all Hiscox.

The short answer: we quoted 10 real, publicly listed homes across every carrier available to us on four platforms: 122 quotes at a $5,000 deductible (one of them preliminary) plus 7 NFIP indications that cannot be bound. 6 different carriers came out cheapest. Prices for the same home varied by 2.9× to 48.8×, and the NFIP was cheapest just 1 time. No single carrier, and no price range, could have predicted the winner for any of these homes.

Key findings

6different carriers were cheapest across 10 homes
4.9×median gap between a home's highest and lowest quote (range 2.9× to 48.8×)
1 of 10homes where the NFIP was the cheapest option
4 of 4quoting platforms produced at least one winning quote
  • Every property is a brand-new case. Neptune was cheapest on two homes and the most expensive option on another.
  • The zone didn't set the price. On two Zone X homes the lowest quotes were $125 and $435, while one of them drew NFIP quotes of $4,600 or more.
  • Appetite changes everything. Condo units, barrier islands, elevation, ZIP code and state each knocked out carriers, so some homes had 20 quotes and one had only 4.
  • Ten more homes would give you a whole new leaderboard. With 6 different winners in 10 homes, the pattern is clear: there is no "usual" cheapest carrier. You only find the winner by quoting every carrier, every time.

Quotes use assumed foundation and building details where noted on each card. Verified details will change prices.

"Lowest NFIP" is the lowest NFIP quote at a $5,000 deductible on the platform. For P02 and P03 the platform rated the home Zone VE although FEMA's map shows AE, so those NFIP figures are probably overstated (see the cards).

The case studies

Each card lists every quote we received for that home from lowest to highest, along with the declines, the assumptions we had to make, and what moved the price. Street addresses are left out on purpose. FocusFlood (effective-date window not met on several) and DUAL (no quotes) returned nothing usable on any property.

What moved the price

The NFIP won here, and it wasn't close. All three NFIP companies on the platform quoted the same $3,397. The cheapest private quote (Hiscox through Flow, $8,473.93) was about 2.5× that. Every private carrier we quoted came in above $8,400.

The ground is rated 2.54 ft below the base flood elevation, and that matters a lot here. On this risk, the private carriers' own models priced it far above the NFIP. Sterling's deductible options barely moved the price: $10,156.65 at a $1,000 deductible vs $9,556.05 at $10,000.

Declines & exclusions

  • Beyond Floods, Millennial, Hiscox, AON Edge (Rocket MGA): condo unit ineligible
  • All private carriers on Flow: not eligible (NFIP indication only)
  • CAT Coverage and Beyond Floods: not available in Florida
  • Other CRC Company N carriers: no quote returned

Assumptions

Secondary home, masonry, slab ASSUMED (Rocket MGA). On CRC there is no condo-unit form, so it was entered as a 4-story masonry building elevated 20 ft (ASSUMED).

What moved the price

Condo units shrink the field fast. Beyond Floods, Millennial, Hiscox and AON Edge declined the unit on one platform, and on another every private carrier was ineligible. Neptune came in lowest at $2,129. The next private option was Vave through CRC at $4,265 ($4,739.39 with fees and tax).

A caution on the NFIP number: FEMA's map shows Zone AE at this building, but the quoting platform rated it Zone VE, so its NFIP prices are probably too high. The three NFIP companies also didn't agree here. Wright quoted $4,638, while Bankers and NAT GEN quoted $5,595 for the same coverage. We haven't confirmed why.

Declines & exclusions

  • Annex: excluded by ZIP code
  • Other CRC Company N carriers: no quote returned

Assumptions

Flow quote: foundation updated to elevated over an enclosure for underwriting approval. Pilings with open enclosure ASSUMED (Rocket MGA; portal prefill said 1 story frame, records say 1.5 story). Pilings elevated 8 ft ASSUMED (CRC).

What moved the price

The winner was a carrier quoted directly, not the platform with the most carriers. Sterling Flood came in at $1,511.47, ahead of Neptune ($1,936) and Beyond Floods Essential ($2,016). At the top end, AON Edge ($8,918) and Hiscox through CRC ($9,607) were about 6× the winner.

FEMA maps the house in Zone AE, with Zone VE on the beach side less than 200 m away. One platform rated it VE, so its NFIP figures ($2,550 to $3,016) are probably overstated. Again the NFIP companies disagreed (Wright $2,550 vs $3,016), for reasons not yet confirmed. Annex excluded the ZIP code. Flow first referred the risk to underwriting; after the foundation was updated to elevated over an enclosure, Flow's underwriters approved it, and Hiscox through Flow quoted $2,683.15.

What moved the price

The same carrier came in at different prices on different platforms. Hiscox was cheapest through CRC at $386 base premium, or $510.16 all-in once the $100 fee and $24.16 tax are added. Through Flow, Hiscox was $414.35, and Millennial Sutton was $420. Only CRC itemizes fees and tax, so on an all-in basis the order could change. That's why we compare the final price, not just the headline premium.

The NFIP was $1,673 (the same at all three companies). The Annex figure ($1,125) was flagged as preliminary until the application is re-created in Annex's own portal.

What moved the price

Private flood beat the NFIP by more than $2,200. Hiscox through Flow was $669.78. The NFIP was $2,878 at all three companies. Vave shows how much the platform matters: $923 through CRC vs $1,351.11 through Flow.

Appetite cut both ways. Millennial Sutton declined because the home is on a barrier island, and Annex declined based on elevation.

Zone X, and still a 48.8× spread. Co4 CGM-DPFIP through CRC was $435 ($551.99 all-in). Beyond Floods Elite was $21,223. The NFIP quoted $4,600 to $5,996 at a $5,000 deductible, and the three NFIP companies didn't match: NAT GEN was $4,600, while Bankers and Wright were $5,996. A later re-pull of the saved quote showed $5,782 at all three. A separate NFIP indication at a $2,000 deductible was $6,044.

A "low-risk" zone label told us almost nothing about this home's price. The nearby creek and floodway are a likely reason, but each carrier's model is its own.

Where private flood didn't win

Cape Coral, FL (P01): the NFIP's $3,397 beat every private quote. The lowest private quote was $8,473.93. If we had only quoted private carriers, this owner would have overpaid by more than $5,000 a year.

St Pete Beach, FL and Galveston, TX (P02, P03): one platform rated both homes Zone VE, but FEMA's map shows AE at each building. Their NFIP quotes are probably too high, so private flood's apparent advantage on those two homes may be smaller than it looks.

Being honest about these cases is the point. The goal isn't "always private" or "always NFIP." It's the cheapest suitable policy for this home.

Why a page of price ranges can't tell you your price

Some pages publish general flood insurance price ranges, like "most homeowners pay between X and Y." Ranges like that have three built-in problems:

  • They blend homes that have nothing in common. Across these 10 homes, the lowest quote ran from $125 to $3,397.
  • They hide the spread within a single home. For one Zone X house, the quotes ran from $435 to $21,223.
  • They can't say which carrier will win. 6 different carriers won 10 homes, so no range can tell you where you land or who to call.

A range can't be checked against a real property, and it can't price yours. Only real quotes for your home can.

How carriers really price flood risk

A FEMA zone is just one input. Private carriers layer their own risk models and data on top of it, and each one decides for itself which homes it will write. In our records, the inputs that changed prices or eligibility included:

  • Elevation relative to BFE. Annex declined three homes based on elevation.
  • Building type and occupancy. A 4th-floor condo unit was ineligible with many carriers, and a tenant-occupied rental narrowed the options further.
  • Location rules. Carriers excluded homes by state (Kentucky, Florida), by ZIP code and by barrier-island location.
  • How each platform rates the zone. The same address was rated AE by FEMA and VE by one platform.
  • Policy form and fees. The same carrier (Hiscox, Vave) came in at different prices on different platforms, and only some platforms show fees and tax.

Even the NFIP isn't one price everywhere: on three homes, the NFIP companies on the same platform quoted different amounts for the same coverage.

Why a specialist matters

Having access to carriers isn't enough. You need someone who quotes all of them every time, knows each one's quirks (condo forms, elevation cutoffs, state limits, preliminary prices that must be re-created), and pushes back when a platform mis-rates your zone. Plenty of agencies name a long list of carriers. A list means nothing unless every carrier is actually quoted for every home.

Yep has supported more than 260 independent agencies across the United States over 15+ years in the flood business, on personal and commercial risks including condo associations, hotels, apartment complexes, wineries, homes and high net worth properties. We put the experience and the access to work for the customer, and we compare the all-in price and terms, not just the headline premium.

Methodology and limits

  • Properties: 10 homes picked from public for-sale listings for variety in risk, property type and region (FL, TX, NJ, SC, CA, NC, KY, CO). Owner details are not used, and street addresses are withheld.
  • Platforms: Rocket MGA, Sterling, Flow and CRC (Argenia), quoted Oct 20–21, 2026.
  • Coverage basis: building $250,000, contents $0, $5,000 deductible, effective 11/19/2026. Some platforms enforce replacement-cost minimums, and Sterling showed higher-limit variants (not used for ranking).
  • Ranking: by base annual premium at a $5,000 deductible. NFIP indications at a $2,000 (or $1,250) deductible are shown but not ranked, because they can't be bound. CRC itemizes fees and tax and shows all-in totals; other platforms didn't show fees.
  • Risk data published: only FEMA zone, base flood elevation and the ground-to-BFE difference as rated by the quoting platform. FEMA zone and panel come from the National Flood Hazard Layer.
  • Assumptions: no elevation certificates were available. Foundation, enclosure and some building details were assumed and are labeled on each card. Real quotes will change once those details are verified.
  • Waiting periods: NFIP 30 days (with exceptions such as loan closings). CRC Hiscox and Vave showed 7 days (waivable). Others weren't shown.
  • Volatility: on one home (P10), re-pulling the saved quote later returned different numbers. Quotes are a snapshot in time.

FAQ

Why is one flood insurance quote not enough?

Because the cheapest carrier changes from home to home. Across the 10 homes on this page, 6 different carriers produced the lowest quote, and the gap between the highest and lowest quote for the same home ranged from 2.9× to 48.8×.

Does my flood zone determine my flood insurance price?

No, not by itself. Two Zone X homes here had lowest quotes of $125 and $435, and one Zone X home drew NFIP quotes of $4,600 or more. Carriers price with their own property-level risk models and underwriting rules.

Is private flood insurance always cheaper than the NFIP?

No. In this sample the NFIP was cheapest for 1 of 10 homes (Cape Coral, FL).

Why can't a page of average flood insurance prices tell me my price?

Averages and ranges blend very different homes together. For a single home in this sample the quotes varied by as much as 48.8×, and which carrier was cheapest changed from home to home, so a range can't tell you where your home lands or which carrier will win.

Are these quotes bindable?

They were live quotes and indications pulled October 20–21, 2026, at $250,000 building / $0 contents / $5,000 deductible, using stated assumptions (no elevation certificates). Prices change and must be re-quoted with verified details before binding.

How do I find the cheapest flood insurance for my home?

Have your exact home quoted across every available carrier and platform, with verified details like foundation and elevation, and compare all-in prices and coverage terms. That is what Yep does on every quote.
